The President's sixth State of the Union address on Tuesday didn't mention coal as a part of the nation's ongoing energy development, and that probably is no surprise. What also is probably no surprise is that Bloomberg Philanthropies announced, while discussion of the SOTU was still fodder for water cooler and pundits' discussions, that it would kick in another $48 million "to implement the EPA's Clean Power Plan."
