Electric utilities will be in the market off and on throughout the year and will buy more coal than the market anticipates, one optimistic outlook holds. It's an outlook based on pretty sound fundamentals: Many coal-fired power plants have continued to ran during the shoulder season. Also, coal transportation hasn't improved to the point that it's likely there can be major inventory reconstruction while plants are being operated.
