EPA works with Republican congressman to help form new bill to regulate coal ash

West Virginia Rep. David McKinley has spent two years crafting legislation concerning ash from coal plants. He's also spent two years watching his work pass the House then get ignored in the Senate. This time the West Virginia Republican thinks things could be different: His latest proposal has the blessings of the Environmental Protection Agency ... well, at least the EPA hasn't spoken up to vilify it.
