Dubai-Intense negotiations ahead of a meeting of major international oil producers, scheduled for April 17 in Doha, are being driven partly by the growing frustrations of other Arab oil producers over increased Saudi oil output, according to sources with knowledge of the talks. Saudi Arabia, with total production capacity of 12.5 million b/d, if fields in its partitioned neutral zone with Kuwait are included, is the only OPEC producer with significant spare capacity. All the signs point to a determination to preserve that position.
