Cape Town—Uganda is determined to press ahead with the construction of a 60,000 b/d refinery despite the breakdown of talks with a second would-be investor for the $4 billion project. Uganda’s petroleum authority’s executive director Ernest Rubondo said the government would appoint an investor for the refinery before the end of the year.
