New York-Tesoro affirmed its commitment to rail North Dakota’s Bakken crude to the West Coast, convinced it can cut transportation costs enough to make the grade more profitable for Pacific Northwest refiners, including its own two plants, company executives said last week. Tesoro’s keystone transportation project, the joint-venture Vancouver Energy terminal, is moving forward at a glacial pace due to the permitting process. The Vancouver, Washington terminal will accept and ship crude from the US Midcontinent, including Bakken.
