FEATURE Moscow-Development plans under Russian hydrocarbons licenses in the Arctic are seeing delays by an average of one to three years as low oil prices and sanctions specifically targeting the region pose additional challenges to costly and environmentally risky projects. Companies, nonetheless, are continuing to invest in expanding domestic services, oil and gas production and loading capacity in the region as the northern area is set to play an expanding role in the country’s overall crude production.
