Vienna— OPEC effectively maintained the status quo on its freewheeling oil output policy at what appeared to be a shambolic meeting in Vienna Friday, with the group failing to reach agreement on a figure for a production ceiling. Iranian oil minister Bijan Zanganeh said the lack of agreement on a ceiling level meant that member countries would pump as much as they wished.
