Baghdad—Iraq’s oil ministry is talking with international oil companies to renegotiate their contracts as the cash-strapped country faces difficulties paying their costs, a senior government official and company sources in Iraq said this week. The collapse in oil prices and increased military spending demands on Iraq’s stretched finances have caused a wave of concern among IOCs operating in the country over payment delays, covered in-kind by oil, which could undermine their investments.
