London—Nigeria’s state-owned Nigerian National Petroleum Corp. plans to shut down and repair its under-performing refineries by the end of the year, its group managing director, Emmanuel Kachikwu, said Wednesday, in a bid to stem a growing bill for fuel imports. Kachikwu said that if any of its four domestic refineries fail to ramp up production to about 65% by the end of December, then they will be shut for “major repairs”
