Tokyo-Madagascar plans to hold a licensing round for offshore and onshore blocks at the end of 2015 following parliamentary approval of a new petroleum bill at the end of June, a senior oil ministry official said Friday. As part of its new petroleum law, Mada- gascar also intends to establish a National Oil Company “as soon as possible” though its actual role is yet to be defined, Jaona Alain Randrianarisoa, counselor at the Ministry of Mining and Petroleum, told Platts.
