The ongoing debate over liberalizing US crude export policy has created a fissure between some refiners and the industry’s chief lobbying group, a situation that may need to be resolved before lawmakers make any substantial progress on the export issue. At least four independent refiners see any change to current policy as a non-starter, claiming that giving US oil producers unfettered access to the world market could spell doom for their operations.
