Rosneft offers petchem project to Chinese

Mocsow—Rosneft, Russia’s biggest oil producer, has offered its Chinese partners a stake in its planned refining and petrochemicals complex slated for construction in Russia’s Far East as it looks to broaden its links with the world’s biggest energy consuming nation. Last year, Rosneft decided to triple planned capacity at the Far East Petrochemical Company (FEPCO) to 30 million mt/year, or 600,000 b/d, to be built in three stages. Rosneft already holds a 49% stake in a joint project to build a 320,000 b/d refinery in Tianjin, in eastern China, alongside China’s CNPC. The companies have cited 2017 as the provisional date for a final investment decision to be taken on the plant, which they are aiming to launch in 2020.
