Washington—BHP Billiton’s decision to export US processed condensate without legal backing from the US Department of Commerce could spur additional US condensate exports even if the federal agency issues no more commodity classification rulings. The company’s move to go forward with its planned export of an estimated 650,000 barrels of processed condensate has removed the “regulatory uncertainty” that has plagued potential condensate exporters for months, a source involved in BHP’s decision said.
