North Dakota mulls Bakken stabilization

Washington—North Dakota oil producers on Tuesday told state regulators there is no need to impose requirements to stabilize Bakken crude before loading it on trains. Testifying before the state’s Industrial Commission, North Dakota Petroleum Council Vice President Kari Cutting said that all wells operating in the Bakken have oil conditioning equipment that sufficiently lowers the vapor pressure of the crude to four times below the legal threshold to be transported by rail or truck. “Stabilization is neither a necessary nor an effective safety measure,” Kari Cutting, vice president of the North Dakota Petroleum Council, testified before the state’s Industrial Commission. “Given well-site conditioning, it is possible for Bakken crude to achieve a consistent quality.”
