Tokyo—Japanese energy companies are erring on the side of caution as they weigh their options over trade with Russia after Tokyo this week implemented additional sanctions against Moscow. Japan’s new sanctions against Russia, introduced Tuesday, have less bite than the most recent EU or US sanctions—for now just targeting key individuals and two companies directly linked to Moscow’s annexation of Crimea but not targeting the oil and gas sector specifically or naming any key industry players, such as Rosneft and Novatek, which have been directly targeted by Western sanctions
