Washington—Updated safety standards for rail tank cars carrying crude and ethanol should focus primarily on new car builds and not on retrofits, oil industry representatives told the National Transportation Safety Board on Tuesday. Lee Johnson, a rail logistics advisor for Hess who was representing the American Petroleum Institute, said rail car manufacturers are already overwhelmed by orders for new cars. Rather than significantly add to their order backlog by requiring retrofits of DOT-111 tank cars, federal regulators should instead prioritize tighter safety standards for new cars, he said on the first day of a two-day NTSB on crude-by-rail safety.
