Tesoro asks US to OK rates for Bakken pipeline

Washington—Tesoro High Plains Pipeline Company filed a petition Monday requesting that the US Federal Energy Regulatory Commission approve the proposed rate structure for its pipeline capacity expansion project in the Bakken Shale. The company asked FERC to issue a declaratory order allowing it to charge different rates to committed and uncommitted shippers and acknowledging that “the rates agreed to by committed shippers who signed transportation service agreements ... will be honored.”
