Washington-The oil and gas lobbying group behind a federal court decision to overturn a Securities and Exchange Commission payments-disclosure rule is pushing for a new rule that would keep individual company pay- ment information confidential and include an exemption from reporting in certain countries. In a 16-page letter to the SEC on Thurs- day, the American Petroleum Institute outlined its proposed changes to the SEC's rule that would have forced oil, gas, coal and other companies to publicly disclose payments made to foreign governments.
