Buenos Aires—After a decade of dwindling energy fortunes, Argentina is poised for a recovery thanks to a giant shale play despite long development time. Pan American Energy, Shell and Total have announced multi-million dollar drilling programs in the southwestern formation of Vaca Muerta, buoyed by its geological richness and improved investment conditions including higher government-mandated wellhead prices and the possibility of exporting a portion of the output tax-free.
