Mexico City—A second senior figure in Mexico’s state-controlled energy sector has resigned, just as legislators debate the terms and conditions of the energy reform that was promulgated in the last days of 2013. Carlos Morales, head of Pemex Exploracion y Produccion, the upstream subsidiary of the state oil monopoly Pemex, resigned Friday, Pemex said in a statement. There was no explanation for the decision.
