London—In the past decade, Kazakhstan has turned itself into a major crude producer and exporter, and with the first phase of the giant Kashagan oil field due to start up in the coming months, the country will see even more crude production slated for export. But while it has made significant progress in oil production—output has more than doubled from around 900,000 b/d in 2001 to around 1.8 million b/d last year—its domestic refining sector has remained something of a relic from Soviet times.
