St. Petersburg-Russia's huge fuel oil export trade has so far been untroubled by the mas- sive modernization program underway at the country's refineries and the higher export duty on the product, according to delegates at the Oil Terminal 2013 congress in St. Petersburg. Fuel oil output is being boosted by the expansion of primary distillation capacity, which has so far outpaced upgrades of sec- ondary units which can convert fuel oil into more valuable, lighter products.
