Tokyo—Vietnam’s Nghi Son refinery and petrochemical project has finalized $5 billion in project financing from financial institutions and banks, enabling the project to begin construction in July with start-up expected in 2017. The financing agreement consists of $2.3 billion from the Japan Bank for International Cooperation and the Export-Import Bank of Korea, and $2.7 billion in loans from commercial banks, Japan’s Idemitsu Kosan said in a statement Wednesday.
