Houston—US West Coast refiner Tesoro is busy crafting a plan to alter the crude slate at its newly acquired Carson, California, plant after it assumes operations there later this quarter, company officials said May 2. The company’s strategy for the former BP refinery includes moving low-cost crudes, including light sweet Bakken from North Dakota, to the refinery from its planned crude by rail unloading and marine loading facility at the Port of Vancouver, Washington, the officials said during a conference call to discuss the company’s first quarter results.
