US onshore royalty plan seen 'complicated'

Washington-A proposal to raise royalties from oil and gas production on US federal onshore lands has stalled as the Interior Department weighs the consequences of such a move, Interior Department Deputy Secretary David Hayes said Thursday. Each year the Obama administration has proposed raising rates for onshore production, which stands at 12.5%, to more closely track royalties for offshore production, which stands at 18.75%.
