Daegu, South Korea—The recently adopted changes to Russia’s offshore oil and gas fiscal regime have made the country’s offshore projects the most attractive in the world, the head of state-controlled Rosneft Igor Sechin said Wednesday. Russia’s new tax regime for offshore projects, set to come into force in 2014, foresees a wide range of fiscal discounts, including on VAT, property tax, transportation tax and export duties.
