Mexico City-Mexico's Constitution bars the Alfa industrial group from developing shale resources, but that hasn't stopped the power- ful Mexican transnational from moving ahead with something that the country's new presi- dent sees as part of his bigger energy reform plan-shale development. Newpek, the newest kid on the Alfa con- glomerate block, is developing shale resourc- es on the Eagle Ford Shale formation that straddles Mexico and Texas, focusing on the Texas side for now.
