Washington—St. Paul Park Refining Co. has filed a complaint with the US Federal Energy Regulatory Commission arguing that Enbridge North Dakota is unfairly allowing oil pipeline customers that use a new rail project in North Dakota to avoid paying for pipeline upgrades. “SPPRC and other shippers...are subsidizing the ability for other shippers to move barrels to Enbridge ND’s affiliated rail terminal,” the Minnesota refiner said in its July 25 complaint to FERC. The company’s refinery can process 81,500 b/d of oil.
