Keystone delays force TransCanada to pass on costs

Vancouver-Delays in approvals for projects such as the contested Keystone XL Pipeline have forced TransCanada to pass a lot of advance capital commitments and develop- ment costs onto shippers, Alex Pourbaix, the company's president of energy and oil pipe- lines, said Tuesday. Working through a "pretty complex dance" at the regulatory stage now requires cost- sharing arrangements because of the signifi- cant amount of capital that has to be spent up-front before final permits are obtained, Pourbaix told a webcast from Toronto.
