London—BP is widely expected to unveil a new transformative deal in Russia in the coming days by taking a strategic stake in what could become the world’s biggest listed oil company. According to unofficial sources, state-controlled Rosneft has offered BP up to $28 billion in cash and shares for its half of TNK-BP, an offer BP’s board considered in a board meeting October 19.
