Washington-The White House is reviewing proposed regulation that would scale back an ambitious oil shale leasing program enacted in the final year of the Bush administration. The text of the proposed regulation has not yet been made public, but it likely conforms to a proposal the Interior Department's Bureau of Land Management made in February to scale back the acreage set aside for oil shale and tar sands development in three western states. The regulation is under consideration by the Office of Management and Budget. There is no word on when it might be approved for publication.
