London—US sanctions targeting individuals within the Belarus government are not aimed at European oil market participants trading with the eastern European country, a Washingtonbased source familiar with the Obama administration’s thinking on the subject has told Platts. But at least one European oil major seems to have modified its trading behavior due to its interpretation of the US measures against Minsk.
