Dubai—The president of Iraqi Kurdistan, Massoud Barzani, would view any move by Baghdad to cut federal budget payments to the semi-autonomous region as tantamount to a declaration of war, he was quoted July 28 as saying. “Cutting the budget of the region from Baghdad we would consider it as war, a declaration of war, and Baghdad will be held responsible for the consequences,” the president of the semi-autonomous Kurdish region said in an interview broadcast by Doha-based Al Jazeera television network.
