Houston—The Gulf of Mexico’s proximity to favorable crude prices and an increase in the number of upstream operators pursuing oil drilling on the aging Continental Shelf are behind a pickup in shallow-water rig demand, an official at driller Hercules Offshore, which supplies those rigs, said last week.
