Houston-Tesoro's decision to put its Hawaii refinery and related downstream assets up for sale this week could allow private investors to step in with a shot of investment capital to either make the refinery's economics work or turn it to another use, analysts said January 11. But they do not expect the 94,000 b/d Kapolei refinery, whose financial ups and downs have been a familiar part of the inde- pendent refiner's story in recent years, to fetch more than about $300 million.
