Moscow—Negotiations over Russia’s crude deliveries to Belarus for the rest of this year and into 2013 are continuing, with disputes throughout 2012 threatening to affect new supply agreements. The uncertainty persists despite recent Russian announcements that volumes greater than those planned will be supplied in November and December. Belarus has asked Russia to supply 23 million mt of crude in 2013, but the Russian authorities have yet to agree or suggest alternative volumes.
