Moscow-Ukraine has requested a major dis- count of around $9 billion/year for Russian gas if it sets up a joint venture to operate Ukraine's pipelines, Gazprom's CEO Alexei Miller said December 30, revealing details of the ongoing gas talks. "Our Ukrainian colleagues have linked the talks [on a joint operatorship of Ukraine's pipelines] to a discount on the gas price," Miller told Russia's Prime Minister Vladimir Putin in televised comments.
