Mexico City-The upstream strategy of Pemex has been a failure-indeed, in some cases the results have been "catastrophic"- despite unprecedented levels of billions of dollars in investment, says Adrian Lajous, a former director-general of Pemex of the Mexican state oil monopoly. Traditionally, former Pemex chiefs have either retired or moved out of the oil indus-try-often into politics, from which many of them came in the first place. Not so Lajous, who led Pemex from 1994 to 1999.
