London-The European Commission on June 22 set itself on a collision course with EU member states with a proposal that the 27-nation bloc needs binding measures to meet its currently non-binding target to boost energy efficiency by 20% by 2020. The proposal was part of a new draft directive on energy efficiency, published June 22, that would transform into binding obligations the main actions proposed in the Commission's Energy Efficiency Plan earlier this year. That plan highlighted that without binding measures, the EU would only get halfway toward the 20% target.
