In a line that has become standard in Michael Bromwich’s speeches, the top US offshoredrilling regulator says he sees “no reason in law or logic” that his agency cannot holdcontractors to the same regulations it uses to police operators. Bromwich, director of the Bureau of Ocean Energy Management, Regulation andEnforcement, put more meat on the bone during his last trip to Capitol Hill, explaining hewas not proposing a revolutionary shift. Rather, the agency would only use the authority hesays it already has to go after the worst violators.
