The reporting service Earth Negotiations Bulletin cited one delegate at the recent climate negotiations in Bonn lamenting the "endless" discussions of "the same old issues," with no movement, no change in positions, no apparent convergence and no end in sight. Any expectations, however modest, that the UN negotiations would make progress on reaching a legally binding agreement reducing greenhouse gas emissions now seem wildly optimistic.
