Russia set to create five offshore 'clusters'

St. Petersburg-Russia could divide its offshore oil and gas territories into five clusters that would have different tax regimes in line with their varying geographical and geological conditions, a senior official at the Russian Natural Resources Ministry said September 13. The ministry is to put its proposal on the creation of the offshore clusters to the Russian government in November.
