Brussels-The EU and Russia expect to agree the regulatory framework for the planned South Stream gas pipeline from Russia to southeast Europe by the fall, which could take the form of an "umbrella" agreement covering all the regulatory requirements of all the states involved. South Stream is to carry up to 63 billion cubic meters/year of Russian gas across the Black Sea to Bulgaria and then through southeast Europe to Italy, with offshoots to Croatia and Macedonia.
