Moscow—Russia’s Lukoil is to restart its200,000 b/d Burgas refinery in Bulgaria, thecountry’s sole plant, by the end of this weekafter a Sofia court August 1 reversed a deci-sion to suspend the company’s fuel storagelicense in the country. Lukoil closed the refinery on July 31 afterits fuel storage license was suspended lastweek, effectively blocking the plant’s opera-tions (ON 7/28).
