Dubai—Afghanistan’s Council of Ministers December 27 approved an oil and gas exploration and production sharing contract with the international unit of China National Petroleum Corporation for three oil blocks in the Amu Darya Basin in north Afghanistan. CNPC International and its Afghan partner Watan Oil and Gas have pledged to start producing oil within one year and to pay a 15% royalty, the Ministry of Mines said in a statement.
