Houston-With a plan to cut capacity by 30% at the 500,000 b/d Hovensa refinery in St. Croix, US Virgin Islands, large integrated operator Hess unveiled strategies January 26 to bolster its burdened downstream operations while expanding the upstream with increased focus on unconventionals in the Bakken Shale and elsewhere in the world.
