London-Valero Energy has entered the Euro- pean refining market with a $1.73 billion deal to buy Chevron's Pembroke refinery and down- stream assets in the UK. For the buyer, the deal offers cross- Atlantic arbitrage opportunities and a way to escape what it says is an onerous US govern- ment, while the seller follows other oil majors in shedding volatile refining assets.
