Houston-BP began deployment May 26 of the so-called "top kill" procedure in its latest effort to stop the flow of oil leaking since April 20 from its Macondo exploration well in the Gulf of Mexico. While the procedure, which could take hours or even days to perform, was ongoing, Congress turned its attention to the federal agency in charge of inspecting and regulating offshore drilling.
