Moscow-Russia may use production sharing agreements to develop new oil and gas terri- tories as this could help attract investment in exploration, Russia's energy minister Sergei Shmatko said December 8. "The operator takes all the exploration risks while guaranteeing a full return on their investment in the case of a discovery," Shmatko said while speaking to Russia's lower chamber of Parliament.
